CA FTB has created a specific page with regards to this issue:

This page contains links to Assessor's offices, and copies of tax bills, etc.
Also, your County Assessor may have posted information of their page regarding the deductibility of the Direct Levies/Special Assessments.
The short answer is: our direction is to deduct only the Ad Valorem part of the tax bill, and not the Direct Levies/Special Assessments.
